Introduction
The Independent Panel, headed by Tan Sri Dato’ Dr. M. Jegathesan, was tasked to review the Selection Criteria for Multi-Sports Games by the OCM Executive Board at its Meeting, on 18 September 2018. The following members of the Independent Panel:

The Independent Panel presented the Final Draft of the Revised Selection Criteria, to Dato’ Sri Mohamad Norza Zakaria, President of the OCM on Monday, 7 January 2019. The Revised Selection Criteria was tabled in the OCM Executive Board Meeting on 8 January 2019 and it was approved unanimously.

The Specific Pertinent Points:
Athletes
As for Olympics, there will be no Category B Athletes. The Criteria is to qualified via International Federations Qualification System and Invitation Places or Quota. As for Invitation/Quota slots are only for Athletes with min top 8 in the respective events based on "Current Season's Best" within the period of 12 months. Their participation will be fully funded.
Currently, there are 11 Athletes has qualified and awaiting for another 10-14 Athletes to qualify. The target set is 25 Athletes.
Timelines
OCM Board to initiate the 12 months timeline by this month of July 2020 and the appointment of Chef De Mission & Selection Committee of 5 members must be appointed.
Appointment & Criteria of Selection Committee
There shall be at least five (5) members on the Selection Committee. The Committee shall be made up of:
i) Chairman - President of OCM
ii) Member - Director General of National Sports Council or a designated
representative
iii) Member - Chief Executive Officer of National Institute of Sports or a
designated representative
iv) Independent Member 1*
v) Independent Member 2*
*have the knowledge, capabilities, skills and experience of sports specific and not in the conflict of interest position
Note:
- The Chef de Mission to attend by Invitation and no voting rights on decision.
- The Selection Committee could invite any sports specific experts to provide a third view in decision making.
The Appointment & Terms for the OCM Selection Committee is to be formulated by the Executive Board of OCM. Secretary General of OCM will be the ex officio of the committee without the voting rights and will be assisted by OCM staff in the day to day administration aspects.
The OCM Selection Committee’s decision and recommendation for short listing of Athletes & Officials with Performance Support personnel and Secretariat Support Team shall be final and binding. Only valid Appeal cases will be considered. Announcement of Final Selection (Short List) will be made by the OCM Executive
Board.
CHEF DE MISSION Selection Criteria
A Chef de Mission must have:
a) Leadership Qualitiesb) Organisational, Administrative & Diplomatic Skills
c) enough background in Sport Organisation to fully understand the operation of the Games as well as the behavior and attitude of sport persons
d) held leadership position in the OCM or any of its affiliates or been an athlete of international standing
Application Process:
a) Selection from a List of Candidates established by OCM (to be reviewed every 6 month)
b) Search Committee (to survey candidates & invite them to apply)
c) Nomination by NSAs
d) Open application
The Olympic Council of Malaysia (OCM) confirmed former national badminton ace Datuk Lee Chong Wei as the Malaysian contingent's chef de mission (CDM) for the Tokyo Olympic Games 2020. Valid Candidate to lead the Contingent.
Selection of Team Officials
With regard to the number of team Officials accompanying each sport, the OCM Selection Committee shall follow these guidelines:
i) Team Sports: teams with 10 or less members – two (2) Officials**
ii) Team Sports: teams with more than 10 members – three (3) to six (6) Officials**iii) Individual Sports: based on quota availability over size of Contingent.
**Duplication of position should be avoided
Selection of Performance Support Personnel and Secretariat Team
The OCM Selection Committee may provide guidelines as to the number of Performance Support Personnel and Secretariat Team to be part of the Games Contingent. Currently, the rule of thumb used is - every two (2) Athletes to one (1) Officials and the numbers may vary for each Games.
Information Communication Technology (ICT):
On a real-time, OCM could monitor and access information against the Timeline and The Process and gauge the progress of monitoring and implementation.
The concerned areas with regards to Regulation, the following facets are crucial:
i) Athletes and Officials Management System
ii) Electronic Nomination Call-Up
iii) Electronic Submission by NSAs
iv) Download of Relevant Forms & Templates
v) Electronic Database of Contingent
vi) Electronic Reports from Team Managers & CDM
The above information allows for evidence-based and informed decisions to be made available to the OCM Selection Committee and Executive Board of OCM.
